Here's a hint: Harvey Garvey was a character in a forties comedy that was played by a comic actor who sometimes played characters with funny names like Oliver Quackenbush, or Wellington Pflug.

This has been up here for a long time, so I'll give the answer. Harvey Garvey was played by Lou Costello in "Lost In A Harem" (1944).
