My local TV channel is dragging their feet.
I can't get MeTV Toons until KTLN makes it available, then Comcast puts the channel on cable.
Looks a lot like like MeTV Toons is relying on Philo streaming and Frndly versus OTA TV.

My top 5 Bugs Bunny cartoons-
1. Wackiki Wabbit (1949) Bugs is stuck on a deserted island with a Mutt and Jeff pair of castaways. Many funny ways he outsmarts them.
2. Little Red Riding Rabbit (1944) The most hilarious fairy tale spoof ever. Bugs is pursued by the gruff Big Bad Wolf and both are annoyed by an obnoxious loudmouth Red Riding Hood.
3. Rabbit Hood (1949) Bugs is in England, with an angry Sheriff of Nottingham and dimwitted Little John, surprise appearance by Errol Flynn.
4. Long Haired Hare (1949) Bugs annoys a short tempered opera singer, Giovanni Jones.
5. 8 Ball Bunny (1950) Bugs tries to help a little penguin get home to the South Pole, he keeps running into Humphrey Bogart's character from The Treasure Of The Sierra Madre (1948)

So Bronxie, considering once again all this free time I now very often have on my hands of late , I took the liberty to investigate your query here, AND have found that YouTube does indeed have number-5, '8 Ball Bunny'i, in its entirety, but like many of Bugs' classic cartoons there were only some two or so minute snippets of number-3, 'Rabbit Hood', uploaded into YouTube and not the full feature. And which tells me that either the folks at WB are selectively protective about which of Bugs' shorts they allow to be watched free of charge on YouTube, or that whoever is in charge of copyright enforcement at WB has been napping of late.
OR of course again, it could ALSO just be that WB's icy heart was melted at the sight of a crying penguin and so decided that everyone and regardless their financial situation should be entitled to witness a complete Bugs Bunny cartoon that features a cute as hell heart-tugging crying little penguin.
(...although I really kind'a doubt it would be this last scenario I've just described here)

#3 and #4 are the only ones not on Youtube in their entirety, but the others are.
