Might be because the guys you see ridng in that manner tend to be in the latter demographic of the following old axiom...

"There are two types of motorcycle riders: Those who have gone down and those who will end up going down."

Although, and while I know the following will seem counterintutive to you here Tiki, there actually is a manner in which "Lane-Splitting" or "Filtering" is or can actually be a safer riding manuver than adhering to "traveling predictably in lanes and speeds", aka "Lane Discipline". It's all in how it's done, but yes, not by as you said "whipping dangerously in and out of traffic".
